A VA appraisal develops an opinion of value and reviews the home against applicable VA minimum property requirements. It protects the loan process, but it is not a home inspection and it does not guarantee that the home has no defects.
Is a VA appraisal the same as a home inspection?
No.
A VA appraisal focuses on value and VA property requirements for the loan. A home inspection is a broader evaluation that a buyer hires to learn about the home's systems, condition, and possible repairs.
I recommend that buyers make an informed decision about an independent home inspection. Do not skip it because someone says the VA appraisal is enough.
Who orders the VA appraisal?
The lender requests the appraisal through VA's system after the property is under contract. VA assigns the appraiser under its process. The buyer pays the applicable appraisal fee unless the transaction provides another permitted payment arrangement.
The lender, agent, buyer, and seller should not pressure the appraiser to reach a target value.
What are VA minimum property requirements?
VA minimum property requirements, often called MPRs, are property standards used in the VA loan guaranty process. The appraiser reviews the property for the applicable requirements and reports observed conditions that may need correction or additional review.
The standards generally address whether the property can serve as a safe, structurally sound, and sanitary home. The exact requirement can depend on the property, construction, utilities, location, local rules, and the condition observed.
An online checklist cannot clear a property. The appraiser and lender must review the actual home.
What issues may cause questions?
Examples that can trigger appraisal or lender review include observed safety hazards, significant deterioration, inadequate access, utility or water and sewage concerns, roof or moisture problems, defective systems, or evidence that requires a specialized inspection.
This is not a complete list, and an issue does not always produce the same outcome. The appraiser reports what is observed. The lender then follows the applicable VA process.
What happens if repairs are required?
The contract parties can decide whether and how to complete repairs, subject to the loan, appraisal, contract, and lender requirements. The appraiser may need to confirm that required work is complete.
Do not promise that every repair can be waived, completed after closing, or paid through the loan. Those options are limited and transaction-specific.
What happens if the appraisal is lower than the purchase price?
A low appraisal does not automatically end the transaction. Possible next steps can include:
- checking the report for factual errors
- using the applicable VA value-reconsideration process when supported
- negotiating a lower price
- changing other contract terms
- bringing additional cash if allowed and sensible
- using the VA escape clause, depending on the contract and facts
The buyer should understand the payment and cash impact before agreeing to pay above supported value.
What is the VA escape clause?
The VA escape clause, sometimes called the VA option clause, protects the buyer from being required to complete the purchase when the home's VA-established reasonable value is below the contract price, subject to the clause and transaction facts.
The buyer may still choose to proceed. The clause does not force the seller to reduce the price, and it does not create extra entitlement or guaranty for the gap.
What property types may work with a VA loan?
Depending on the specific property, lender offering, occupancy, and VA requirements, possible property types can include:
- a single-family home
- a property with up to four units when the borrower will occupy it and other requirements are met
- a unit in a VA-approved condominium project
- certain manufactured housing transactions
- a new home or construction transaction offered by the lender
- a home bought together with eligible improvements, when the loan program and lender support it
Availability varies. Check the property type before writing the offer.
Can I buy a fixer-upper with a VA loan?
It depends on the home's condition and the financing available. A standard VA purchase loan is not a promise that major repairs can wait until after closing. Some lenders offer renovation or construction options, but those programs have their own requirements.
If a home needs substantial work, tell me before the offer. We should not discover the financing problem after the appraisal.
Can I buy a condo with a VA loan?
The condominium project generally needs to be approved for VA lending. Check the project status early. Do not assume that approval by another agency means VA approval.
Can I buy a manufactured home?
Some manufactured housing transactions may be eligible, but the home, land, title, foundation, age, and lender program can matter. Lender availability is often narrower than the broad VA benefit description.
