Local questions deserve local starting points
Buying or owning a home in the Sacramento area can involve more than the purchase price and mortgage payment. Property taxes, supplemental assessments, flood information, homeowners insurance, utilities, assistance-program availability, and property-specific conditions can all affect a household’s plan.
This hub points to official starting places. It does not replace a property inspection, title search, insurance quote, appraisal, tax advice, legal advice, or loan review.

Nick can help organize questions about payment, cash-to-close, program options, and timing. A general conversation is not an approval or commitment to lend.

Independent homebuying education
- Consumer Financial Protection Bureau - Buying a House
Step-by-step tools, Loan Estimate and Closing Disclosure explainers, checklists, and a home-loan toolkit. https://www.consumerfinance.gov/owning-a-home/
- HUD-Approved Housing Counseling
Find independent housing counseling and education resources. https://www.hud.gov/counseling
Sacramento-area homebuyer assistance
Program funding, eligibility, participating lenders, geographic boundaries, income limits, purchase-price limits, education requirements, and availability can change. Never advertise assistance as guaranteed.
Sacramento Housing and Redevelopment Agency (SHRA)
SHRA’s official Homebuyer Resources page currently lists first-time-homebuyer FAQs, funding updates, homebuyer programs, affordable homes for sale, approved-lender information, and homebuyer education links.
https://www.shra.org/homebuyer-resources/
Before relying on a program, confirm:
- Is funding currently available?
- Is the property inside the eligible city or county boundary?
- Do household income, purchase price, occupancy, and first-time-buyer definitions fit?
- Is an approved lender or homebuyer-education certificate required?
- How does assistance affect the first mortgage, repayment, refinance, sale, or future equity?
California Housing Finance Agency (CalHFA)
CalHFA provides official information about first-mortgage and junior-loan options, borrower and property eligibility, homebuyer education, and participating loan officers. CalHFA does not accept mortgage applications directly; its site directs consumers to participating lenders.
https://www.calhfa.ca.gov/homebuyer/index.htm
Property taxes and supplemental assessments
Sacramento County Assessor
Use the Assessor’s official site to look up parcels and assessed values, find forms, review property-owner resources, and access information about supplemental assessments and available exemptions.
https://assessor.saccounty.gov/
Sacramento County Tax Collector
Use the county’s official tax pages for secured property-tax information, payment information, important dates, supplemental-tax information, and tax-related FAQs.
https://finance.saccounty.gov/us/en/tax.html
Important distinction: The Assessor determines assessed value under applicable law; the Tax Collector bills and collects taxes. A lender or real estate agent should not promise a future tax bill. Buyers should budget for possible supplemental assessments and confirm property-specific questions with the county or a qualified tax professional.
Flood information
Sacramento County flood-zone information
For parcels in unincorporated Sacramento County, the county provides flood-zone information and floodplain resources.
https://waterresources.saccounty.gov/us/en/stormready/flood-zone-information.html
FEMA Flood Map Service Center
FEMA’s official map center is the federal starting point for flood-hazard maps and products.
https://msc.fema.gov/portal/home
A map result is not an insurance quote or guarantee that flooding will or will not occur. Ask an insurance professional about current coverage requirements, availability, exclusions, and cost for the specific property.
Homeowners insurance
California Department of Insurance
The Department of Insurance provides consumer information about residential insurance, shopping for coverage, insurer and license lookups, catastrophes, and complaints.
https://www.insurance.ca.gov/01-consumers/105-type/95-guides/03-res/
Do this early: Obtain a property-specific insurance estimate before assuming a home fits the budget. Availability and premiums can vary materially by property, carrier, coverage, deductibles, claims history, and hazard exposure.

Utilities and household services
Confirm the provider for the exact parcel; city names and mailing addresses do not always establish service boundaries.

Schools: use objective, family-directed research
Housing professionals should provide objective sources and allow consumers to decide which factors matter to them. Do not characterize a neighborhood by the demographic composition of its residents or steer a buyer toward or away from a community based on a protected characteristic.
- California School Dashboard - state-reported school and district measures
https://www.caschooldashboard.org/
- California Department of Education School Directory
https://www.cde.ca.gov/schooldirectory/
School boundaries, assignments, programs, and enrollment rules can change. Confirm directly with the relevant district before relying on an address-based assumption.
Property-specific questions to investigate before removing contingencies
- □ Parcel and legal-description information
- □ Property-tax and supplemental-assessment planning
- □ Homeowners and flood-insurance availability and estimated premium
- □ Flood map and drainage questions
- □ HOA dues, budget, insurance, reserves, litigation, and project eligibility
- □ Solar, PACE/HERO, lease, or other property obligations
- □ Permit and addition questions
- □ Inspection findings and repair priorities
- □ Appraisal and lender property requirements
- □ Utility providers and expected household costs
- □ Title, easement, trust, probate, or ownership issues
Direct each question to the professional or agency responsible for it. A loan officer coordinates the mortgage review but does not replace the inspector, appraiser, insurer, title/escrow professional, attorney, tax professional, utility, HOA, or public agency.
For real estate agents and referral partners
Use this hub as a neutral follow-up after a client asks about Sacramento-area taxes, assistance, flood information, insurance, utilities, or homebuying education. It is designed to support the relationship - not capture or redistribute client information.
