A down payment program gets you into the house. Two years later, you want to refinance or move. Will the assistance have to be repaid, and where will that money come from?
Before accepting assistance, compare its monthly payment, interest and repayment triggers alongside the first mortgage. This matters especially when your first loan needs manual underwriting: an approval path is useful only if the complete financing package fits both the program rules and your budget.
The assistance has a second approval gate
If an FHA application receives a Refer result, a qualified FHA underwriter must review it personally. This is called manual underwriting. That is a route to an individual decision, not a final approval. Passing the first-mortgage review also does not prove that a down payment program accepts the file. Assistance providers and participating lenders impose their own requirements.
Mortgage lender Kind Lending’s public National FHA DPA page, for example, currently describes a purchase-only program, excludes New York and Washington, and publishes a manual-underwriting path capped at 45% debt-to-income ratio (DTI) with a 660 FICO credit score. Those are Kind’s stated product terms, not universal FHA limits.

CalHFA likewise tells applicants to meet its borrower and property requirements and says the more restrictive guideline controls when rules conflict. A buyer can therefore satisfy FHA’s first-mortgage standards yet miss the assistance program’s separate gate.

Read the assistance note before comparing the amount
“Down payment assistance” describes the purpose of the money, not its repayment terms. GSFA Platinum Standard uses a 15-year second mortgage with monthly payments. Its Select feature can add a gift to an amortizing second mortgage for qualifying occupations or loan types, subject to availability. Assist-to-Own offers deferred assistance repayable at sale or refinance, but is restricted to eligible county employees. These are different program choices with different eligibility, not a menu available to every buyer.

CalHFA’s MyHome page describes its help as a deferred-payment junior loan. Deferred means payment is postponed; it does not mean the balance is forgiven. Obtain the current repayment triggers and interest terms for the exact assistance being offered.

Forgivable assistance also requires careful reading. Forgiveness may depend on occupying the home for a stated period. Leaving early can trigger partial or full repayment. Ask for the note, deed-of-trust terms and forgiveness schedule before treating the money as a grant.
Compare today’s cash relief with tomorrow’s choices
Consider a strictly hypothetical $15,000 assistance need. These invented structures illustrate repayment mechanics, not available offers or approvals. Option A is a 15-year repayable second mortgage with a monthly payment. Option B has zero interest and requires no monthly payment, but the entire $15,000 remains due when you sell or refinance. Option C is forgiven gradually over five years but requires repayment of the unearned portion if you move sooner.
Option A reduces cash needed at closing but adds another monthly debt. That payment must fit both underwriting and your household budget. Option B protects monthly cash flow, but a refinance may require paying the assistance balance along with the first mortgage. Option C may cost the least if you satisfy every forgiveness condition, but it can be a poor fit if a job change or family need could prompt an early move.
Compare complete eligible packages: the first mortgage and the assistance together. Programs may require different first-loan rates, fees or lenders, so you cannot assume the same first mortgage pairs with every assistance option. Compare both payments, cash required at closing, savings left afterward, balances after two and five years, and the amount due after a sale or refinance. Do not choose from the assistance percentage alone.
Keep seller credits and reserves in the same plan
A seller credit and down payment assistance do different jobs. A seller credit generally covers eligible closing expenses under the loan rules; it is not unrestricted cash and may not replace the buyer contribution required by a particular program. Ask the lender to calculate how much of the negotiated credit is actually usable.
More help at closing can still leave a fragile budget. Manual underwriting may place extra importance on documented payment history and money remaining after closing. Spending every available dollar on the minimum transaction can leave no room for moving, repairs or an insurance deductible.
Before writing an offer, request one worksheet showing the verified assistance source, seller credit, buyer funds, required reserves and remaining savings. A real person should be able to explain every line and identify which figures are still conditional.
Your next step
Start with two yes-or-no questions: can this first mortgage be manually approved, and will this exact assistance program accept that approval path? If both answers are supported, compare the obligation after closing. The most assistance is not automatically the best help. The better fit is the structure whose payment, repayment triggers and effect on a future sale or refinance you can comfortably live with.
Program availability and eligibility depend on the property, borrower, lender and current written guidelines. This article is educational and is not a loan approval or rate quote.
